BANGLADESH SERICULTURE BOARD

Extension & Motivation Division:

Member (Extension & Motivation) is the Chief of this Division, responsible direct to the Chairmen. The key duties are :

Responsible for formulation of policies and guidelines for operation & implementation of different development projects and plans;
Responsible for drawing up the programme for supply of disease free silkworm laying (DFL's), mulberry sapling and cutting to the silkworm rearers;
Responsible for production of Bivoltin and F-1 Hybrid layings and their introduction in the private sector;
Prepare guideline & programme for providing technical advice to the persons engaged in silk worm rearing, reeling and spinning in filature / charka.
Responsible for making elaborate programme for training of silkworm rearers, reelers, weavers and printers.
Maintain liaison with the NGO's & other agencies engaged in the propagation of Sericulture.
Take suitable measures for improving the quality of cocoon;
Look after all technical matters relating to Sericulture Nurseries and Extension areas.

a) Regional Offices :

The whole Sericulture activities in the field are controlled by 5 Regional Sericulture Extension offices headed by Deputy Director, directly responsible to the Member (Extension & Motivation). The Regional Sericulture offices and the districts which belongs to this are :

i)	Regional Sericulture Extension Office-	Greater Rajshahi & Pabna Dist.
ii)	Regional Sericulture Extension Office-	Greater Dinajpur, Rangpur & Bogra Dist.
iii)	Regional Sericulture Extension Office-	Greater Kushtia, Jessore, Foridpur & Khulna Dist.
iv)	Regional Sericulture Extension Office-	Greater Dhaka, Mymensingh, Comilla Dist.
v)	Regional Sericulture Extension Office-	Chittagong Hill districts of - Rangamati, Khagrachari & Bandarban Dist.

The key duties of Regional offices are :

Supervise and control the activities of all sub-ordinate offices i.e. Districts Extension office, Upa-Zilla Sericulture Extension office, Office of the Sericulture Extension supervisor, Nurseries, Mini filature for implementation of the national and regular programmes.
Guide and control all sub-ordinate officers and staff working in the offices and establishments exist under the regional office and to exercise administrative & financial power as delegated.
Supervise and guide the extension activities of the NGO's and related agencies through co-ordination with each other.
Responsible for giving technical advice and decision regarding maintenance of silkworm lots, conducting seed crops and production of disease free laying in the nursery and related extension activities in the whole region.
Implement & follow-up the decision of the Board Head quarter & make arrangement for training of the rearers, reelers & weavers.

b) District Sericulture Extension Offices :

For proper implementation and easy control of the Sericulture activities of the country the extension network is again divided into six (6) district sericulture extension offices headed by Assistant Director, directly responsible to the Deputy Director of the Regional Sericulture extension office. The district sericulture extension offices and the area exist under this are :

The key duties of District Sericulture Extension offices are :

Supervise & control of nurseries & extension work of the respective zone.
Guide and control the sub-ordinate officers & Staff.
Responsible for giving technical advice and decision regarding maintenance of nurseries & extension activities.
Make arrangement for the training of rearers, reelers, weavers.
Implement & follow up decision of the Board head quarter.

c) Sericulture Nursery :

Silkworm disease free laying (DFL's) play a vital role for the development of sericulture. Sericulture nursery is the main production unit/place from where qualitative silkworm disease free laying (DFL's) are produced & distributed to the farmers as per their demand. Silkworm seed cocoons, disease free layings, mulberry cuttings & mulberry sapling are produced in the sericulture nurseries. There were 10 (ten) Sericulture nurseries, 3(three) of them (Bogra, Jhenaidah & Comila)had been given long term lease to the Bangladesh Silk Foundation (BSF) as per the order of the Government. At present the sericulture board is working with the 10 (ten) nurseries and these are as follows :

N.B. Excluding the above 7 (seven) nurseries Bogra, Jhenaidah and moinamati (Comilla) - these three Nurseries have been given long term lease to the Bangladesh Silk Foundation.

The key duties of Sericulture Nurseries are :

Cultivation of improved mulberry varieties in order to produce quality seed cocoons;
Production of improved mulberry cuttings and mulberry saplings to distribute among the farmers in private sector;
Production of healthy disease free laying ( DFL's ) through P1 and P2 stage rearing of silkworms to meet the demand of silkworms rearers in private sector & NGO's;
Providing training facilities for silkworm rearers / mulberry cultivators of the locality and act as a demonstration center.

d) Granage :

The Grainages were established with a view to attract the private sector in the field of seed production and to provide the seed producing farmers with necessary training and other ancillary facilities.

The key duties of granages are :

Selection of seed growers among the expert silkworm rearers / cocoon producers & to make training arrangement for seed growers regarding production of quality seed cocoons;
Production of disease free laying (DFL's) from the seed cocoons produce by the seed growers;
Provide the technical facilities & know-how to the seed growers;

e) Mini Farm :

There are 6 mini farms in the districts of Dinajpur, Thakurgoan & Bandarban. The location and total area of the mini-farms are :

The key duties of Mini Farms are :

Seed Multilplication at the P2 and P1 stage to meet the demand of commercial DFLs;

f) Upazila Extension Offices :

There are 40 Upazila Sericulture extension offices located in Upazila/Union level. Each office is headed by a Manager (Extn.)/ Asstt. Managet (Extn.)

The key duties of Upazila extension Offices are :

Extension of mulberry cultivation & silkworm rearing in the private sector.
Survey & feasibility study of mulberry plantation & silkworm rearing in new localities;
Production of mulberry saplings for extension of mulberry cultivation in private sector;
Collection of DFLs requisition of & mulberry saplings from the farmers & NGOs;
Arrange of Training of mulberry planters & silkworm rearers.

g) Office of the Sericulture Extension Supervisors :

These are root level offices of extension network under Sericulture Board, headed by a field staff designated as Demonstrators. There are 164 of such offices in extension area located in Village, Upazila & Union level.

The key duties of Sericulture Extension Supervisors are :

Contract directly with the farmers for extension of mulberry cultivation & silkworm rearing at village level;
Collection of demand of DFLs requisition from the silkworm rearers assessing their availability of mulberry leaves and rearing materials / means;
Collection of mulberry cutting/saplings requisition from the farmers for new plantation;
Supply of DFLs, mulberry cuttings and saplings to the silkworm rearers / farmers as per their demand;
Make arrangement of training for the farmers & rearers as and when necessary;
Provide technical support to the rearers during rearing of silkworms and also to the new farmers during mulberry plantation.
